No book-entry account is created in Thailand. The US DCM paperwork is what refuses the address. Vietnamese readers should not treat this as a «same ICT, so same rules» note — Vietnam is open; Thailand is not.

PromptPay is how Bangkok pays shops

It is not how anyone funds Kalshi, because the account does not open. A PromptPay request branded as the exchange is fraud aimed at Thai mobile numbers.
