Yes. Residents of Turkey can apply. Settlement is TRY converted into USD; FAST is not a Kalshi checkout.
SPK regulates Turkish capital markets; the CBRT oversees FX. Kalshi is not an SPK-licensed market operator.

A T.C. kimlik and Turkish address typically satisfy identity. Banking FX rules and card overseas-use limits are the real gate. No MKK account is opened.
What Turkey pays with at home
FAST, havale, EFT, Papara, and Troy do not credit Kalshi. Residents usually buy dollars subject to CBRT / bank documentation, then send SWIFT or a merchant debit the deposit screen accepts. A Papara “Kalshi yükleme” from a private account is a common scam pattern.
From TRY in Turkey to USD
USD/TRY is volatile and retail spreads plus stamp-like bank fees add up. Capital-flow rules can change quickly — ask the bank before you assume last month’s wire still works. Lira will not settle a Kalshi contract.

Gelir İdaresi rules on overseas financial income keep evolving with new tebliğler. A stopaj figure invented on this page would be wrong by the next tebliğ. A Yeminli Mali Müşavir or SMMM who files foreign-account declarations should classify the USD result.
