Yes. Residents of Colombia can apply. Settlement is COP converted into USD; PSE is not a Kalshi checkout.
Superfinanciera supervises Colombian banks and brokers. Kalshi is not a locally licensed establecimiento de crédito or betting house.

Opening from Colombia
A cédula de ciudadanía and Colombian address usually pass KYC. PSE is not a Kalshi checkout. No cuenta de valores is opened at a local comisionista, and no RUT Dian is collected by the exchange.
What Colombia pays with at home
PSE, Nequi, and Daviplata cannot fund the exchange. Pesos become dollars at an intermediario del mercado cambiario, then leave as SWIFT or a card the deposit screen accepts. A Nequi request using the Kalshi name is fraud — the firm does not issue Colombian wallet aliases.
From COP in Colombia to USD
USD/COP retail spreads plus 4×1000 and bank commissions can dominate a small first deposit. Convert deliberately and keep the TRM ticket. Kalshi has no peso wallet, and a “PSE Kalshi” button on a clone site is theft.
